I would give a 10 with a few different effects. needed to be smoother I felt. Dreams and Peace don't make me think of a piercing effect with high attack.

Didn't get that feel. I felt it in the begining and was like "yeah I feel the slow." but then the middle felt slower and the ending felt only a tiny bit faster than start.
If it had developed with maybe more instruments, quicker melodies, and a cresendo you might have gotten the desired effect.
that aside it's a good song. :)
actually, you know what... i think im going to make a remix. I felt that maybe this song was finished, but i feel the same as you. Keep an eye out for a remix, or i will just pm you if you want. The remix wont be finished tonight perhaps tomorrow.
Not over the top
I like it, lead parts weren't too over the top and it had some great melody.
Switch up the arpeggios though. The patterns were way to monotonous after awhile.
